
Built in the 18th century near the ancient port of Ripa Grande at the behest of Pope Clement XI (1649-1721), the complex of the new papal arsenal was intended for the maintenance of the river vessels, but also of the papal commercial vessels.
The building, whose architect is unknown, was designed in analogy with the Civitavecchia arsenal, commissioned by Gianlorenzo Bernini, and built between 1714 and 1715. It was on a smaller scale than the arsenal, as it was intended to serve more limited purposes. Over time, the complex was used as a storage facility for weapons and military equipment, and for the preservation of papal ships. The structure continued to function until the end of the 19th century, when, with the construction of the Tiber embankments, all river-related activities were abandoned.
Located near Porta Portese, the Papal Arsenal complex is a state-owned property declared of significant interest as a rare example of river architecture in Rome. Recalling its former use is the coat of arms of Pope Albani, supported by seahorses rising from the water, still visible at the center of the gabled roof.
After years of neglect, the building is now the focus of a major enhancement and functional recovery project led by the Ministry of Culture. The project aims to restore the site's image,
restore the city's relationship with the river, and promote and disseminate contemporary art. The project involves the restoration of the entire former Arsenale complex, including the Ropes making and the Salt Warehouse. All the buildings have recently been secured and consolidated by the MiBACT, which, in 2018, signed an agreement with the Fondazione La Quadriennale di Roma for public use with strong cultural significance.
