Ahead of the new public call for tenders to select sharing operators, Roma Capitale has approved new guidelines for the hire of scooters and electric bikes.
The guidelines are in line with the provisions of Italian Law 177/2024, which introduced, for scooters, a compulsory helmet requirement for all riders regardless of age, the need for a number plate and identification mark, third-party liability insurance cover, and a ban on parking on pavements outside the bays designated by local councils.
Safety and urban aesthetics naturally take centre stage: the vehicles must be fitted with sensors that detect the presence of two people on board, preventing them from starting; they may only be left in parking spaces designated by the local council; and they will be subject to a speed limit on certain roads (below six kilometers per hour). The guidelines are even stricter regarding the presence of these vehicles in the historic center, with the aim of expanding the operational area and the number of scooters and bikes in all other neighborhoods.
During the tender process, priority will also be given to extending the service along the main urban metro and rail routes, to serve the “last mile” from station hubs. Operators will also be required to offer reduced fares, discounts and free travel to holders of annual Metrebus season tickets. Compliance with the rules will be monitored by Roma Servizi per la Mobilità.
