Green Tour: everything you need to know about the new Tourism Fund

€109 million are available to support the development of tourism businesses through initiatives focused on sustainability, energy efficiency, digitalisation and the reduction of seasonal fluctuations in tourism flows. This is the aim of the Fund for the Support of Tourism Businesses – Green Tour, established by the Decree of the Ministry of Tourism of 16 March 2026 and the Directorial Decree No. 96263 of 18 June 2026.

Of the total allocation, €59 million will be provided as non-repayable grants, while €50 million will be made available in the form of subsidised loans. 60% of the resources is reserved for SMEs, with at least 25% allocated to small and micro enterprises.

Applications may be submitted by tourism businesses of any size operating in the sectors identified by the ATECO codes listed in the decree. Businesses operating in other sectors may also apply, provided they have been active for at least three years and can demonstrate that more than 50% of their turnover comes from tourism activities. Access to the incentives is also available to owners of the facilities involved in the investment plan, provided they are established as businesses and meet the requirements of the operators, as well as to foreign companies that have a registered office in Italy at the time of application and hold an Italian tax code or VAT number.

Investment plans may also be submitted jointly through a network contract, involving a maximum of five companies, registered with the relevant Chamber of Commerce for at least three years and structured as a network with legal personality (rete soggetto).

Eligible investment programmes must involve expenditure of between €1 million and €15 million, provided that they are launched after the application has been submitted.

Investments must primarily focus on improving the energy efficiency of tourism facilities and/or the production of energy from renewable sources. Eligible measures include, for example, building envelope insulation, the replacement of windows, glazing and heating systems with high-efficiency solutions, the creation of ventilated walls, the energy upgrading of swimming pools, thermal facilities and wellness areas, as well as the installation of photovoltaic systems, solar thermal systems, geothermal systems, heat pumps and energy storage systems.

These measures, defined as "leading interventions", must account for at least 51% of the total value of eligible investments and may be combined with additional "supporting interventions". These may include, among other things, the digitalisation of the tourism ecosystem and tourism supply chains, the adoption of automation systems, compliance with ESG criteria (Environmental, Social and Governance), the introduction of smart energy consumption monitoring systems, energy-saving measures and other complementary actions.

Eligible costs also include consultancy services: specialist consultancy services exclusively for SMEs, as well as environmental and energy consultancy services available to businesses of any size.

Each company may submit only one application, relating to a single, integrated investment programme involving one or more facilities or local operating units. Investments must be completed within 18 months from the date the incentives are granted and, in any case, no later than 30 September 2028.

The incentives will be granted within the limits established by European State aid regulations or, where applicable, under the de minimis regime, through a predefined combination consisting of 54% non-repayable grant funding and 46% subsidised financing.

Applications must be submitted exclusively through the Invitalia online platform, from 12.00 noon on 15 July 2026 until 5.00 pm on 15 September 2026. To access the procedure, the company's legal representative must complete identification via SPID, CIE or CNS, register the company on the platform, have an active certified email address (PEC) recorded in the Business Register, and digitally sign the application. During the registration phase, it will also be possible to delegate other individuals to submit the application on behalf of the company.

The allocation of incentives will take place through an evaluation procedure based on a ranking system. Applications will be ranked according to scores assigned using the criteria set out in Annex 1 of the Directorial Decree of 18 June 2026 and based on the information provided in the declarations and technical reports submitted by applicants.

During the assessment process, the following aspects will be evaluated: the technical, economic and financial reliability of applicants, the incentive criteria set out in the notice, the financial sustainability of the investment plan, the readiness of projects for implementation and the relevance and adequacy of the proposed expenditure. Applications that achieve a suitable position in the ranking but cannot be funded due to insufficient available resources will be suspended until additional funds become available or savings emerge from ongoing assessments.
