It was built between 1987 and 1991 to an architectural-structural design by Ernesto Vichi and Aldo Aloysi, and dedicated to Julia Billiart, foundress of the congregation of the Sisters of Our Lady of Namur canonised by Paul VI in 1976. It was dedicated by Cardinal Vicar Camillo Ruini on 2 June 1991.The church is a parish seat, erected on 10 December 1981 by decree of Cardinal Vicar Ugo Poletti, and initially entrusted to the congregation of the Sons of Mary Immaculate (known as Pavonians); since 2003 it has been entrusted to the clergy of the diocese of Rome.Externally, the church looks like a low building, without a façade, but with a simple entrance with three doors. On the right side of the central entrance is a plaque in memory of the parish priest Fortunato Dellandrea, who tenaciously wanted this church and lovingly formed the community. On the concrete architrave above the entrance is the dedicatory inion: D.O.M. in h(onorem) S. Juliae Billiart A.D. MCMXCI.Inside, the church presents itself as a vast hall, lit by several windows with polychrome stained glass windows. The presbytery is dominated by the large wooden statue of the Risen Christ; behind it, the entire wall was painted in 2018 by the Centro Aletti workers with the Apostles (on the sides), the Praying Madonna (centre, on the left) and the Heavenly Jerusalem (centre, on the right). To the left of the hall is the Chapel of the Blessed Sacrament.The pipe organ in the church, located to the right of the presbytery, was built in 1990 by the Tamburini company for a private home and later transferred to the church in 1992 after its purchase by the parish. With fully mechanical transmission, it has 25 registers on three manuals and pedal.
